FRACK FREE UPTON SURVEY SHOWS 86% OF LOCALS DO NOT WANT EXPLORATORY DRILLING IN UPTON

Frack Free Upton represented by Phil Coombe gave the following statement together with the following declaration to the Upton Parish Council;

Statement
“Perhaps the greatest threat that Upton residents have ever faced is the possibility of Unconventional Gas Exploration and Exploitation in this Parish. 
The opinions of all residents living within a mile radius of the proposed exploration site on Dutton’s Lane have been surveyed by members of our group.
The sheer volume of residents who have an opinion on this matter is hugely significant.
2,121 households have been surveyed and 86% of the 2,284 residents consulted are against any form of exploration and development.
The survey documents are available for independent scrutiny and verification – if required.

This council was recently elected by the residents of Upton to represent their views. Some councillors in their election manifestos stated that they were in favour of a moratorium on Unconventional Gas Exploration in Upton and Cheshire whilst two members of this council were consulted and raised no objection when the original planning application was approved. However the council has not yet stated its policy on Unconventional Gas Exploration in Upton .

This survey demonstrates with absolute clarity that there is no social license for Unconventional Gas Exploration and Exploitation in Upton.
The main concerns of the community are as follows –
* The process of Unconventional Gas exploration in this Parish will contradict 13 points on planning related targets mentioned in the CW&C Local Plan Parts 1&2.
* Medact the Health Profession Organisation state categorically that Fracking poses threats to human health.
* The unknown consequences to the environment and our water supply when penetrating the aquifer.
* The increase in noise and traffic pollution as a result of the industrialisation of Upton.
* We are fearful of crime level increases when transient workforces are employed which is well documented in numerous reports.

The Parish Council must adopt the precautionary principle, declare that Upton must be Gas Free and “Lock The Gate” on any future exploration and development.

On behalf of Frack Free Upton and the residents of Your Upton I present you with the results of the survey and our Declaration.

Declaration

WE, THE PEOPLE OF THE PARISH OF UPTON BY CHESTER, DECLARE THAT OUR VILLAGE MUST REMAIN UNCONVENTIONAL GAS FREE AND WILL BE PROTECTED BY THE COMMUNITY

This decision has been made through a community consultation and engagement process. The results of a door to door survey conducted by residents show that there is no social licence for Unconventional Gas Exploration in Upton. 86% of residents who live within a mile radius of the proposed drill site, state that they want Upton to be UNCONVENTIONAL GAS FREE.

We recognize that our best defence is standing together. If we detect any activity by oil & gas/fracking companies here, we will raise an alert and ask their representatives to leave. We are committed to stopping fracking industrialization in Upton and we will do everything in our power to protect the water, soil and air for ourselves and future generations.”

Parish Council

 
During the meeting, a discussion was held by the Parish Council regarding Unconventional Gas and the following motions were put forward by Councillor Matt Bryan,
 
1. I propose a moratorium on all development, extraction, production and prospecting of unconventional oil and gas in the Parish until the legitimate health and safety concerns of our residents are addressed.

 
2. In line with the Borough council we shall not allow access to companies undertaking seismic testing on Parish Council owned land.
A third motion was then put forward by Councillor Ian Gibson that the Parish Council should develop a policy on Unconventional Gas Exploration as soon as they can.
All three motions were passed, the second and third unanimously.
Upton Parish Council have now agreed on,
1. A Moratorium on Unconventional Gas Exploration
2. To ban seismic testing on Parish Council land and
3. To develop a policy on Unconventional Gas Exploration.
